Two very slow Macs

i have been struggling slow mini , today late 2012 27" imac has slowed dramatically.
feel in 1992 old lcii!

mini running 10.9.5 there software not yosemite compliant yet. imac running 10.10.1 2.9 ghz i5 w/32gb ram , mini has 4gb ram.

activity monitor shows less 5% cpu activity during process despite ps trying render graphics.
mini running office word processing, mail , safari , show low activity despite application demands.

there update flash has slowed system?
else have issue?

do both have hdds?

if both have hdds, sounds drives going die.

might time upgrade both ssds.
