Disable accidental click detection

hi,

osx seems have functionality detect , prevent accidental clicks. i'm not sure if feature or bug. if it's former, there way disable it?

best way can describe/demonstrate i'm talking open menu, click away close menu, try click in same spot again. second click on thing under cursor doesn't register. if move mouse little, still doesn't register. moving mouse away quickly, isn't enough. need click somewhere else first. e.g.,

- open finder , show toolbar.
- right-click toolbar , choose customize.
- click open "show" menu in bottom left (the "icon only," etc. menu).
- menu still expanded, click "done" button. menu close.
- without moving cursor, click "done" button on , over. nothing happens.

here video of above procedure: https://vid.me/umvn
