Yosemite freezes/locks-up

i started having freezes or lock-ups when using safari. yosemite version 10.10 14a389

point think want clean re-install of os.

1. best way this?

2. can bring programs/apps time machine, or should reinstall each?

3. there different recommendation solve issue?

 

i use disk maker x usb thumb drive. many learning clean install helps deal. time machine may or may not have programs have caused issues, specially if older programs or apps.
