Can't delete an icon in the dock.

good morning, there icon on in dock won't delete. white icon dot underneath it. when go drag trash, not let me. cannot force quit either. advice, thanks!
 

can upload cropped screenshot of icon?

My first few hours on Mac Mini 2014: pls help
