Carrier Trouble adding AT&T Data plan on iPad Air 2 with Apple SIM - NO ICCID

i ordered , received new ipad air 2 wifi + cellular via apple.com. activating cellular data service on new device has been big ball of frustration. on ipad, went through cellular > at&t > wizard. after choosing at&t, prompted sign in. whatever reason, email address , password use sign in att.com didn't work on ipad. have 2 phones , existing ipad on account. after failure, tried calling at&t cust. svc. help. didn't go well. rep asked imei , iccid off settings > general > screen.

provided imei number iccid blank. rep said sim card apple provided faulty , suggested going at&t store new sim card.

if iccid blank, indeed mean apple sim card faulty? guess 'yes', nice confirmation knows stuff before make trip at&t retail.
