Removing Cookies that reappear after startup


i new forum , not sure if correct spot posting question. i’m running macbook pro safari 7.0.5 browser, startpage search engine. after removing cookies under preferences, privacy shutting down , restarting still have 3,362 website stored cookies. regardless of how many times remove , shut down these same 3,362 cookies still reappear. have tried resetting safari , still no luck. how remove these cookies permanently?
constructive advice.
 

do have other devices may syncing mbp?
have tried disabling safari extensions before delete cookies?
quit safari after deleting cookies?
clearing cache @ same time?
have other apps, such itunes running?
