icloud drive documents?

is there no way access folders create on icloud drive on actual phone/tablet? want to able upload documents scan directly icloud drive phone. possible , missing something? seems odd me can virtually other cloud storage, not 1 trying bake os.

in advance.
 

icloud should show in list of options when use "send copy" feature. have turned on icloud drive in settings app?

My first few hours on Mac Mini 2014: pls help
