Foreign Language on Installer Windows

hi all,

great.

reason when installing new programs, installer windows pop in foreign language , have no idea why. happens dialogue box asks me enter password. please see example below:




have tried resetting pram (option + cmd + p + r on startup), , resetting language (sudo languagesetup) doesn't seem work.

gives me following error message:
