iCloud drive photos

i want make sure understand correctly.

photo drive similar photo stream, not last 1000 photos. not drop box can upload photo , delete them on phone. hoping for.

if wanted (cloud photo storage). create new folder in drive portion, download photos computer, , reupload them new folder?

right or photos suppose stay in icloud photo drive once uploaded? if so, mine not staying...
 

icloud photos library connected online library synced devices. if have 0 photos on iphone , take picture. appear on ipad if took ipad. in "camera roll" namned photos. if delete photo iphone delete devices well. it's not dropbox or photo stream.

edit: thought meant icloud photo library

edit 2: once uploaded mkv video folder created in icloud drive. see in documents 5 app. not working or missing point?

New 2014 Mac Mini as living room media unit... general questions :)

hi everyone, relatively new apple world (came on android/windows) can impressed , happy made switch hoping insight experts here new setup. got new 2014 mini our living room media unit (will playing music, netflix, movies, internet browsing etc) - havent hooked yet. have 2 bookshelf speakers, 1 sub woofer, , center speaker sound setup goes avr, , of course flat screen tv. 1) question -- mini support 2.1 sound via hdmi avr? losing audio quality or audio features using mac mini? 2) internet browsing, there app or interface make ui better fit living room tv? i've read font/icons can hard read if enlarge them because mac mini not meant big tv? 3) plan plex server , plex media player mac mini, other loading movie/tv collection , playing off tv, there else cool missing here can this? 4) if have mac mini media unit, there purpose in owning roku @ point? thank you!!   ...
