Can't Drag Icons in Downloads & Documents Folders

for father has older macbook pro that's up-to-date.

while folders on desktop , files within can dragged , dropped, files in downloads or documents folders cannot. i've tried sleep/wake, relaunch finder (not sure performed correctly) , restart/shutdown workarounds no avail. appreciated explanation trouble.

what mean cannot dragged , dropped? snapping grid or cannot moved location? asking administrator password?
