iPad mini iPad will not update apps, launches them

i have purchased mini (r) running 7.0.4 (old stock @ store).

have 17 apps in need of update, when press button update instead app launches.

have powered down , device few times no avail.

1 app acted differently: new window showed wanting me buy app, have verified payment , saw text box saying update free own older version.

ideas?
rather not go ios 8 yet.

should wipe device , set again?

it's app updates require ios 8 , contain changes make app compatible ios 8. you're not on current version of ios 7, 7.1.2.
